【ストーリー】
ニューヨークでG7の首脳会談が行われていた。湾岸戦争によって悪化した世界経済を立て直すため、首脳たちが目をつけたのが2千億ドルともいわれるルパン帝国の財宝だった。時を同じくして、ニューヨーク近代美術館に現れたルパンは1908年製のクラシックカー「パッカード」を盗み出し、あろうことかパリのクラシックカーレースに出場しようとする。レースの賞品はルパン帝国の財宝の場所が記されている"ナポレオンの辞書"だったのだ！
